2019 ISSDA Winter School Gold Star Awards

THE IOWA STATE SHERIFFS AND DEPUTIES ASSOCIATION GOLD STAR Awards are given for excellence in leadership on public safety and law enforcement issues in Iowa. The Awards are given to no more than five individuals each year who, through their public service, demonstrate genuine dedication to supporting the goals and ideals of ISSDA's mission "To Serve and Protect the People of Iowa."

The Gold Star honors have been awarded since 2008. Recipients are selected for this honor by sheriffs and deputies of the ISSDA Legislative Committee and Board of Directors, who work side by side with policy makers each year on public safety and law enforcement issues that directly impact Iowans. No more than two members each of the Iowa House and Senate and no more than one member or agency of the Executive Branch are eligible to receive the award each year. This year, three individuals are being honored. 


Senator Dan Dawson of Council Bluffs, is chair of the Senate Commerce Committee and was vice chair of Senate Judiciary Committee in 2019. Senator Dawson graduated in 2008 from Bellevue University in Bellevue, Nebraska, with a bachelor’s degree in criminal justice administration. He currently serves in the Army Reserves, where he earned his current rank of Chief Warrant Officer. He has honorably served his country for the past 20 years, mobilizing four times with deployments to Kosovo, Iraq, and twice to Afghanistan.

Following in his father’s footsteps to serve as a law enforcement officer in Council Bluffs, Senator Dawson worked in the Pottawattamie County Sheriff’s Office before joining the Council Bluffs Police Department. He is currently a special agent with the Iowa Division of Criminal Investigation, where he works in the Major Crimes Unit.

Senator Dawson is an extraordinary leader on public safety issues in the Iowa Senate. He has supported ISSDA priorities, and he works tirelessly to achieve criminal justice reform and to seek funding for critical law enforcement programs.

For his dedication to public safety and his commitment to public service, ISSDA is pleased to present the Gold Star Award to Senator Dan Dawson.


Representative Jarad Klein is serving his fourth term in the Iowa House and is chair of the House Public Safety Committee. He is the fifth-generation to
grow up on the family farm north of Keota.

Rep. Klein graduated from Keota High School in 1999 and purchased his first 80 acres of farmland in Washington County. He went on to attend Drake University.

During his freshman year at Drake, Rep. Klein started his career in politics. He began as an intern for George W. Bush’s Presidential Campaign in 1999-2000. He went on to clerk at the Iowa Statehouse for two years. During the summer of 2001, he joined the  Leadership Institute in Arlington, VA.

Following college, Jarad returned to full-time production agriculture, but had interest in politics ever since. He was first elected to the House of Representatives in 2011, and was elected a House Majority Assistant Leader in 2014.

ISSDA is pleased to honor Rep. Jarad Klein the Gold Star Award for his interest in advancing public safety and his dedication to serving Iowans.


Delbert Longley is the Chief Jail Inspector for Iowa Department of Corrections. Delbert began his law enforcement and corrections career in 1990 as a Reserve Police Officer with the Chariton Police Department. In 1992, Delbert began working fulltime as a Shift Supervisor with the South Iowa Area Juvenile Detention Service Agency before joining the Chariton Police Department as a Patrolman in 1993. Delbert was elected Lucas County Sheriff, taking the oath of office January 1997, and served 10 until he took his current position of Chief Jail Inspector.

Delbert has served the ISSDA on the Jails Committee during his tenure as Sheriff and continues as a liaison through the Iowa Department of Corrections. Delbert is a member of the ISSDA, American Correctional Association (ACA), ACA Auditor for adult jails and prisons, and past PREA Auditor. Delbert works with ILEA Jail School, presenting block of instruction at each school.
